MILAB II

Overview
MILAB Phase 2 builds on the consolidation, gains and learnings of MILAB I (2017 to 2019). It has two-fold focus:

  • Support the institutionalization of the Western Basilan Alliance (WBA).
  • Provide a platform for collaboration through coastal resources management (CRM) and CRM-based sustainable livelihood. 

The Spanish Agency for International Cooperation and Development (AECID)-funds this project and is implemented by the Institute for Autonomy and Governance (IAG) in partnership Provincial Government of Basilan – Office of the Provincial Governor, Isabela Cit, and Municipal Governments of Lantawan, Maluso, Sumisip, Hadji Muhtamad and Tabuan Lasa; provincial offices of the BARMM line agencies and with Zamboanga Basilan Integrated Development Alliance (ZABIDA), Zamboanga City, as a collaborating NGO partner.

Project Objectives
  • GO: To improve local governance performance and accountability in conflict affected areas.
  • SO: To support the institutionalization of WBA as model for good governance and as a platform for shared development.
Results Framework
Outcome 1. The WBA is institutionalized as model for participatory development and good governance. 
  • Output 1.1. Reviewed WBA compliance on the consolidation requirements of Inter-LGU Alliance.
  • Output 1.2. MoA reviewed and new one adopted (if necessary) in case of new/additional membership either LGU, line agency, or civil society.
  • Output 1.3. Supported the adoption/adaptation of legal requirements to institutionalize WBA.
  • Output 1.4. Supported the adoption/adaptation of financial requirements to institutionalize WBA.
  • Output 1.5. Supported the adoption/adaptation of institutional requirements for interlocal cooperation.
Outcome 2. The WBA has undertaken collaborative activities at selected communities, particularly in the areas of coastal/marine resources-based sustainable and alternative livelihood and social enterprises, conservation and protection, management and development.
  • Output 2.1. Identified WBA’s coastal and marine resources as precursor for livelihood development, and conservation development.
  • Output 2.2. Undertaken Value chain analysis of WBA’s selected products.
  • Output 2.3. Supported WBA’s collaboration on sustainable and alternative livelihood.
  • Output 2.4. Established social enterprise models based on dive equipment rental shop; and in marketing WBA products.
